Release of OSCAR/Surface web-client tool

Dear WIGOS community,

the OSCAR/Surface web-client tool is now available productively, as already announced in this space.

Version 1 of the tool provides the following batch operations:
- create stations
- change WIGOS Station Identifiers
- change schedules
- add affiliations

A few comments on issues that have come up during the testing and that may be helpful during your use of the tool.
- the tool points to the development OSCAR instance by default. You can switch to production using the toggle on the top right (you may require different tokens for PROD and DEPL)
- the tool can only modify existing schedules and variables, it is currently not possible to add schedules, variables or affiliations using the "change schedule" and "add affiliation" functions
- in case a station has an invalid XML record in OSCAR you need to "fix" the station before the functions "change WIGOS ID" or "add affiliation" can be used. To "fix" a station, load its schedules using "change schedules" and supply the missing information.
- the logfile (top right corner) provides more detailed information in case you see the "invalid XML" error message. The "invalid XML" can appear due to an error with input data, such an an invalid WIGOS station identifier, or due to the XML being already invalid in OSCAR (the previous point). An invalid XML in OSCAR is characterized by an error message similar to this:
XML invalid: Element '{http://def.wmo.int/wmdr/2017}schedule': Missing child element(s). Expected is ( {http://def.wmo.int/wmdr/2017}Schedule ).

Some of the issues above will be addressed in the next release of the web-client. If someone would like to contribute to further development, the source-code can be provided.
