the IMS migration was completed this Wednesday 4 March 2025. To access the IMS all users now use the unified WMO login. Those users not having yet created a Entra ID Guest account, need to do so before being able to login to the IMS.

Feel free to reach out if you are having issues creating your Entra ID Guest account.

We are pleased to announce the next WIGOS webinar which will be dedicated to providing additional guidance and clarification on how to implement guidance described in the Technical Guidelines for Regional WIGOS Centres (RWC) on WIGOS Data Quality Monitoring System (WDQMS), WMO-No. 1224, regarding management of Global Basic Observing Network (GBON) incident tickets, which is scheduled on Thursday 5^th March 2026 at 11:30 UTC. The target audience is mainly the RWCs staff and managers, the National Focal Points (NFP) on WDQMS and other relevant NFPs such as NFPs for WIGOS and NFPs for OSCAR/Surface.

It is organized for the duration of 90 minutes, with the following tentative programme:

This is a short heads up that WMO will be migrating the user management of the IMS to a more integrated identity management platform, using Microsoft Entra ID during February 2026. This new platform enables Single-Sign-On across WMO services.

As part of the migration, all JIRA users, internal and external, will be using the new “unified WMO login” of the new WMO community portal. JIRA users will also receive an invitation to setup new users in WMO’s Entra ID. You will continue having access to your profile and tickets in the IMS during and after the migration.

The migration will be self-paced, allowing you to migrate your user at a time of your convenience during February 2026.

You will receive an invitation with further details in the days to come.

Updates to tickets template in WDQMS Incident Management System (WMO-Jira)

Dear WIGOS community, and specifically users of WDQMS Incident Management System,

This message is addressed mainly to the staff of the Regional WIGOS Centers (RWC) and to the National Focal Points for WIGOS Data Quality Monitoring System (WDQMS), who are invited to familiarize themselves with the newly added fields to the ticket template in the Incident Management System (IMS) for RWCs - https://jira.wmo.int.

Those of you who are registered to the IMS-RWC the following changes have been implemented from Monday 19 January 2026, which you will see when creating a new ticket:

Country: A new mandatory field has been added to indicate the country of the affected station.

GBON Incident: A new mandatory field (Y/N) has been added to allow specifying whether the ticket falls under the Global Basic Observing Network (GBON) performance monitoring or not. If so, an additional field (non mandatory) will appear to allow describing whether the issue was raised during RWC daily operations or is related to RWC monthly tasks.

Component(s): This field is now mandatory and refers to the RWC that raised the incident or will be responsible for handling it.

Metadata Issues: A new incident category has been added to the list of options of the “WIGOS Issue Category” field, to allow capturing specifically those issues related to metadata issues.

These changes have been made available in the IMS Test Project for a long period before being applied to the operational project “IMS for RWCs”.

A webinar is under preparation to be delivered in late February 2026 that will cover the procedures and best practices when managing GBON tickets as well as other related topics.

In the meantime, those who are registered in the IMS-RWCs are encouraged to report back to Secretariat, or through this portal, on any challenges you may face or to seek further clarifications.

Your comments and suggestions to further improve the IMS for RWCs will be much welcome and appreciated.

Dear Timo and team

I like very much the new home page. And it's a good idea to default to the NWP module. Maybe you can unifify the typos in the text? it looks that the 3 sentences below the Welcame.. line have different sizes.

The Transition monitoring web is very enlighting. I think many will find it very usefull. It's important I think to provide information to which community is addresed to, although everyone can benefit from it

Regarding the module TAC to BUFR transition of upper air observing stations, I was wondering if it's possible to provide the information on weaher the BUFR TEMP messages exchanged are high or low res which is an important characteristic for the transition from TAC to BUFR for uppper air obs.

Anyway as it is now is great. Thanks again for this new addition to the WDQMS web tool

release v1.7 (Transition monitoring) is now available in the test system, following recent discussion with ET-WTR.

This release introduces a new module, the Transition Module, which is intended to monitor the Transition from GTS to WIS2, as well as from TAC to BUFR. It also features a redesigned landing page.

The Transition monitoring has two views, GTS to WIS2 and TAC to BUFR, which count and visualize the number of messages received by source or encoding.

The GTS to WIS2 view shows if a station is reporting in GTS, WIS2 or in both GTS & WIS2. It is intended to support the community to successfully migrate from GTS to WIS2.
The TAC to BUFR view shows if a station is reporting in TAC, BUFR or in both BUFR & TAC. It is intended to support the community with the BUFR transition.

Popups, available in both views, give more details on the number of reports, and detailed information can be downloaded via the API.

The Transition monitoring is built on pre-data assimilation data provided by ECMWF, and independent of data-assimilation and NWP model.

The re-designed landing page defaults to the NWP module, with tabs available to access the GBON, GCOS and Transition Monitoring modules.

Please test the new module and share your feedback. We are aiming to release v1.7 in late December 2025, together with an update to the documentation in the user manual.

WDQMS release v1.6.4 (Marine enhancements)

Dear community,

WDQMS v1.6.4 was released today. This release implements enhancements to the Marine Quality module and the download API. Sea-fixed stations no longer show in the NWP module, and duplicate records are removed from Marine Quality files.
The download API in the NPW module now only returns one row per station, instead of one per center and station, aligning it with what is visible on the map and removing a source of confusion. For backwards compatibility, the previous API behaviour will continue to work.

This release also implements internal improvements, such as simplification of the deployment configuration and internal monitoring.

New forum: WIS2 implementation and observational data for NWP centers

Dear WIGOS community, and WIS related colleagues,

A new forum has been created and launched on Friday 14 November 2025 - within the WIGOS Learning Portal.

It is called "WIS2implementation and observational data for NWP centres" and is meant as a way for numerical weather prediction (NWP) centres to discuss strategies around the WMO Information System 2.0 (WIS2) in relation to observational data, i.e. closely related to WIGOS.

The expected audience for the new forum are the Observations Quality Monitoring (data assimilation) and Focal Points at NWP centres.

Participants of the recent WIS2 Observation Data for Numerical Weather Prediction Workshop, which was held in March 2025, are invited as the initial members of this forum, and anyone can then self-subscribe using the enrolment procedure already in place.

Here are some suggested topics that could be discussed in this forum:

how to connect to WIS2 operationally (choosing between in-house, commercial, open-source solutions)
how to get notifications or discover new data on WIS2
share "data events" and news from data providers share approaches to GTS to WIS2 migration (in terms of data acquisition/assimilation)

Your comments and suggestions to improve the new forum as well as to the whole WIGOS Learning Portal will be much welcome and appreciated.

Please test WDQMS v1.6.4

Dear WIGOS community,

release v1.6.4 is available for testing in the development system. This release makes minor adjustments to the marine monitoring, the most visible of which is that sea-fixed stations are no longer included in the NWP surface module, removing some of the black sea stations now visible in the NWP module.

There is also another change, which affects the download link under all maps in the NWP module. Release v1.6.4 aligns the download link under the map with what is shown in the map. This means, that by default there is only one row per station in the CSV file, aligned with what the user sees on the map. This is implemented by adding a new value "COMBINED" to the parameter centers, which will be the default link under the map.
However, for backwards compatibility the current link, which includes all centers, will continue to work in the future as well. This means any scripts or other processing using the link will continue to work.

Please have a look at the new release and share your feedback. We are planning to release v1.6.4 in two weeks time.

WDQMS release v1.6 (timeliness)

Dear WIGOS community,

the WDQMS development team released v1.6 of WDQMS last Tuesday 02/09/2025.

The main function of v1.6 is the addition of the timeliness metric to the NWP surface observations view. Timeliness provides a new perspective on the observing system performance and complements the already implemented availability and quality metrics. With the addition of timeliness WDQMS now covers all the vectors in which requirements are expressed by the community.
Timeliness for upper-air, marine observations and GBON will be added in future releases.

The release also features new map functions, such as a new complimentary monochrome map and a user timezone based map focus. It also contains background improvements to the software architecture and data processing.

The team is excited to release this long awaited function, hopes that it will be useful to better understand the observing system, and looks forward to feedback from the community.

thank you for your review and feedback on the timeliness release and also for ET-WTR for having discussed and endorsed the release.

The timeliness release is now fully quality controlled and the metrics are provided by DWD and ECMWF. The release is scheduled for next Tuesday 2 September. In the lead-up to the release, the test system database will be reset.

To address possible misunderstandings with rounding at the interval edges the resolution of the timeliness metric in the popup has been increased and now also shows seconds in addition to minutes.

The team looks forward to finally releasing the timeliness functions.

we deployed a new version in the test server last week addressing some of the issues raised here.
- The "negative timeliness" filter in the legend is now grey (disabled) by default. Clicking on it activates the filter and limits the visible stations to those having negative timeliness. We hope this is now expected behaviour.
- The actual timeliness values of a single station can be downloaded from the timeseries chart in the popup for 6h individual center. The general download via the map provides the same aggregate values as are the basis of the dots on the map.
- We added a new column "nr_negative_timeliness" to the regular download which represents the number of negative timeliness values from the station in the period in question.
- Timeseries and map are now aligned with respect to treatment of number of negative.

As to the color scheme. We think it would be better to use different colors for timeliness. WDQMS results are mainly communicated visually through the map. We think it is important that timeliness results are not confused with availability.

There is still some discrepancy between centers as regards the number of negative, as you rightly indicate. It is probably best to wait until full QC has been done on the data provided by centers before releasing in production, but this can be discussed further in the team.

Thank you for the work on the timeliness.

I presented the Timeliness to the WDQMS focal point at SAWS and the RWC-SA staff.
1. They want to know if it would be possible to use the same colours (availability and quality) for consistency in terms of timeliness.

2. Is there a way to have the stations with "Reporting negative timeliness" display on the map when the "positive timeliness" is switched off in the legend?

3. Is there a possibility of having an additional column in the data file for the number of negative timeliness?
