In 2022, we will launch our BUFR bulletins with 10-minute and hourly meteorological data, which will include all of our automated stations. The station numbers will be the WSIs. 

To the best of our knowledge, we need to send a metno message about each new bulletin and its changes.
In our case, the message would look something like this with the 135-item WSI station list:

There will be twice as many stations (about 400) in the bulletins later, because we will also include meteorological data from the hydrological stations, so the metno message would be twice as long if we wanted to announce any changes.

Can we not list all the times and stations in the metno message?
Instead of a list, for the first and one time we would issue something like this:
AA 07/12/2020 6 VIENNA HUNGARY BUDAPEST 15/01/2021 E ISAD01 HABP FM94-XIII EXT. BUFR EVERY HOUR, EVERY AWS MET STATIONS USING WSI, BUFR DESCRIPTOR=307091,301150

If a station closes or a new station is installed, it would automatically take effect in these bulletins. We don’t want to list the old and new 400-item WSI station list every time. I’ve been looking through recent metno messages, but I haven’t come across anything like this.  Is there already an example or guideline for this case?

For the MetNO, the colleagues should get in touch with RTH Vienna as their responsible RTH. Furthermore, they need to list all stations/times in the MetNO. This is required as some centers still rely on MetNO messages for their operations. GISC Offenbach is also generating Metadata from that (if no original metadata is available). However, the WSI should go to the remarks field and not the contents field of the MetNO. That is the content field will be empty (i.e. ,,)

I have attached the AN-file we used when announcing WSI BUFR data from Israel which WMO sent out with below MetNO:

As for the station identifiers: In my understanding stations that have transmitted data before 2016 should keep their Traditional Station Identifier and add sequence 3 01 150 to the BUFR message. The WSI should be set to WMO WSI (i.e. 0-20000-0-<TSI>). If a local WSI (i.e. 0-346-*) was used for these stations, then it is likely that the link from the BUFR TSI to the station data in OSCAR will be lost.

New stations, which have not been available by 2016 should use local WSI. Data from this station can only be used by software with WSI support.

In my opinion, changing the WSI from 0-20000-0* to 0-346* for existing stations should be avoided. At least as long as most of the centers still use TSI.
