First issue

In central Australia, the time zones are offset by 30 min from UTC.

Time zone in Darwin NT (GMT+9:30) & Time zone in Adelaide SA (GMT+9:30)

AWSs report internationally:

a) hourly on the hour and

b) 3-hourly on the half-hour.

I have put in 2 reporting schedules and ticked both for international. Have a look at 0-20000-0-94127

Q1: How should these stations schedule be recorded in OSCAR/Surface to reflect correctly in WDQMS?

Next issue

Manual stations often report at only at 9am and 3pm local time, or 23Z and 5Z.

Have a look at 0-20000-0-94937 temperature as an example.

Q2: What is the correct/preferred way to report the schedule?

Dear Karl,
I wanted to discuss your questions with some colleagues who are currently on vacation.
In the meantime, regarding question 1, I wonder if the "diurnal base time" should be set as 00:00 in both schedules instead of 23:00 (schedule 1) and 23:30 (schedule 2).
Thank you,
Luis
