Here are some important references that you are encouraged to use/follow:

  1. Manual on WIGOS (WMO-No. 1160), in particular chapter #2, more specifically section 2.4 and Attachment 2.2.
  2. Guide to WIGOS (WMO-No. 1165), in particular chapters #2, #3 and #9. 
Please be reminded that "Manuals" are part of WMO Technical Regulations which provide Standards (shall) and Recommended (should) procedures of what Member countries must do; While "Guides" are part of Guidance material that provide best practices, explanations and examples on how to do implement the Technical Regulations.
