We (MeteoSwiss) are currently implementing communication channels to communicate these risks and uncertainties / probabilities to the authorities. We have briefing meetings with the authorities whenever we are about to issue a warning of a certain level (level 3 and higher). During these online meetings, the forecasters inform the authorities about the impacts that a certain weather event can have and the authorities can ask questions.
To set this up, a project group was working closely with selected authorities (such as firefighters, authorities from areas/cantons, people from other environment-related departments) to understand their needs and to define a setup that will really help them. Related to that, the forecaster also undergo specific training about communication and about the warning system itself.
