Why are there Missing Availability of Surface Pressure in only 2 Centers

As shown in the graphic , the observation is exchanged but is only reaching 2 of the centers. Why is the observations not reaching DWD and JMA.

Also why are all the other stations in black?

Dear Kenneth, (answer already provided by email, posted here for reference with some updates),

JMA and DWD have confirmed that they are currently not receiving observations from 0-52-130-78954. They are aware of this now and it is their responsibility to make sure to receive this information.
(update: Part of the issue seems to be related to the encoding of this station in BUFR3 instead of BUFR4 format, so it would help if the new BUFR4 format could be used)

As regards the other AWSs, no NWP center currently receives the observations and it is thus very likely that they do not circulate in the GTS. Would you please get in touch with your Focal Point at GISC&RTH Washington about whether they receive and forward these observations? Feel free to keep my colleagues and I in copy, if you wish.
(update: it has transpired that these stations are not supposed to report internationally, the advice is this to set the "international reporting" flag to "false" in the observation schedule).
