After completing this course, the learner should be able to:
Module 1: Introduction to Public
Private Engagement
- Describe the main opportunities available from collaboration between public and private sectors.
- Identify drivers behind the evolution and adaptation of WMO’s strategies, policies and initiatives in PPE.
- Describe the challenges that may arise from public/private collaborations:
- Evolving roles and responsibilities of stakeholders
- Data sharing
- Sustaining basic infrastructure
- Maintaining an authoritative voice
- Keeping a level playing field
- Explain how the opportunities and challenges may be interdependent in nature.
- Identify the main principles and guidelines adopted and promoted by WMO to facilitate proactive and effective engagement among stakeholders in the public, private and academic sectors.
- Recognize the benefits of having an internationally-agreed framework (WMO principles and policies) to guide PPE activities in a manner that encourages all stakeholders as well as protecting their fundamental interests.
- Describe actions at the global, regional and national levels that can promote successful implementation of PPE.
- Identify regional bodies that have a role in promoting successful implementation of PPE.
Module 2: Legislative and Institutional Frameworks for PPE
- Explain how and why legislation and policy are important key enablers of successful Public-Private Engagement.
- Identify recommended basic principles to follow when developing or enhancing legislation.
- Describe the essential elements to be defined or articulated in national legislation and policy on PPE.
- Explain the WMO member-countries’ roles in all sectors of meteorology, public, private and academic.
Module 3: Data Sharing
- Describe the key features of the changing landscape of weather and climate data collection, provision, dissemination and utilisation.
- Explain the evolving roles that NMHSs may have in relation to data provision and use as well as in related policy-making and change-enabling.
- Describe the varying concerns, needs and perspectives of the public, private and research sectors related to data sharing.
- Explain the various models related to data sharing today
- Describe the advantages of sharing data and information under a creative commons licence and how this may ensure retention of some control of the data.
Module 4: Approaches for PPE
- Outline the value chain of meteorological services and identify potential roles for NMHS, private sector and academia in each element of the chain.
- Describe existing possible models of engagement and how they are related to different legal/institutional frameworks and modes of NMHSs’ operation.
- Choose methods and models of engagement that will ensure sustainability of the basic infrastructure and the provision of the essential basic weather and climate services.
- Choose methods, models and approaches to PPE that will build on the strengths of the various partners in a complementary fashion, respecting the different domains of responsibility and expertise of each of them.
- Identify potential benefits of PPE for NMHSs.
