WMO No. 1129: The WMO Strategy for service delivery and its implementation plan

WMO Members recognize the importance of providing high-quality delivery of weather-, climate-, water- and environment- related services. WMO facilitates international coordination, sets standards for meteorological and hydrological products and provides guidance on service delivery. The Implementation Plan provides a flexible methodology to help Members evaluate their current service delivery practices and to serve as high-level guidance for developing more detailed methods and tools that will enable Members to improve their service delivery process.

WMO No. 558: Manual on Marine Meteorological Services, Volume 1 - Global Aspects

This manual is designed to facilitate cooperation in respect of the international coordination of marine meteorological services (MMS); to specify obligations of Members in the implementation of MMS; and to ensure uniformity in the practices and procedures employed in achieving these. It also aims to facilitate the development of adequate support from World Weather Watch (WWW) to MMS.

WMO No. 471: Guide to Marine Meteorological Services

Internationally agreed methods of providing services to the marine community around the world are described in the Manual on Marine Meteorological Services (WMO-No. 558), Volume I. The purpose of this Guide is to complement the Manual by:(a) Describing the requirements for the various types of service; (b) Explaining the rationale for the agreed methods of providing services; (c) Giving guidance on how to set up and maintain marine meteorological services. It follows the same structure as the Manual on Marine Meteorological Services.

Guide to the Implementation of Quality Management Systems for National Meteorological and Hydrological Services and Other Relevant Service Providers

The objective of this publication is to provide guidance to WMO Members on how to develop and implement a quality management system (QMS). The Guide details the steps required to obtain certification of compliance with the ISO standard ISO 9001:2015, Quality Management System – Requirements (ISO, 2015c) It also provides the steps for transition from ISO standard ISO 9001:2008 (ISO, 2008) to standard ISO 9001:2015 (ISO, 2015c). It is especially focused on WMO Member National Meteorological and Hydrological Services (NMHSs). However, it could be successfully utilized by other service providers, such as non-NMHS aeronautical meteorological service providers, to help them meet the ICAO Annex 3 quality assurance requirements. It is also applicable to the management of relevant WMO programmes by WMO constituent bodies.

Operations Handbook for METAREA Coordinators

The Handbook collates requirements and procedures from a number of official documents maintained by the International Maritime Organization, World Meteorological Organization, and other relevant bodies. The intention of the Handbook is to supplement the procedures outlined in the official documents and to provide additional context to assist METAREA Coordinators in performing their duties.

WMO No. 702: Guide to Wave Analysis and Forecasting - 2018 Edition

This publication is the outcome of the revision, expansion and up-dating of the 1998 Guide to Wave Analysis and Forecasting. It is designed to enhance the provision of up-to-date information and guidance material on all aspects of the ocean-related activities of National Meteorological Services. This 2018 (3rd edition) represents the latest updates, taking into account the dramatic improvements in wave modelling and observational capability over the last two decades. The former JCOMM Expert Team on Waves and Coastal Hazards led the revision. 

WMO No. 574: Sea Ice Information Services - 2019 Edition

Part I contains a description of sea ice, methods of observation and the basis of ice information services. Part II lists the sea-ice information services of 17 countries according to region, describing organization, data acquisition, output products and forecasts, and giving details of publications and postal addresses.

Multi-hazard Early Warning Systems: A Checklist - Outcome of the first Multi-hazard Early Warning Conference

Describes the components of early warning systems and provides a checklist practical actions to assist in developing, evaluating or refining an early warning system.

WMO No. 1150 WMO Guidelines on Multi-hazard Impact-based Forecast and Warning Services

Improving the understanding of the potential impacts of severe hydrometeorological events poses a challenge to NMHSs and their partner agencies, particularly disaster reduction and civil protection agencies (DRCPAs). These Guidelines establish a road map that identifies the various milestones from weather forecasts and warnings to multi-hazard impact-based forecast and warning services. For completeness, these Guidelines also describe the ultimate step of forecasting actual impacts, although it is recognized that this is a highly sophisticated exercise, requiring strong collaboration with partner agencies and significant research into exposure and vulnerability. For many WMO Members this step will not be the responsibility of the NMHS but rather that of the relevant DRCPA and other partners.

2019 Marine Services Survey

The purpose of this survey is to collate a status report of Members capabilities in the provision of marine and coastal services. These results will guide WMO priorities and plans and were presented to the eighteenth World Meteorological Congress (Cg-18) in 2019. WMO Marine Competencies Framework

The Framework provides a minimum baseline competence standard to effectively perform the duties of a marine weather forecaster (MWF). It should be noted that the competence framework identifies the knowledge, skills, and attitudes that must be demonstrated.
