I see some stations are listed incorrectly in the WDQMS system.

Based on the header, name and coordinates, these are stations in Myanmar (Burma):

Based on the WDQMS, these are stations in Cambodia.

It is as if the former Cambodian 5-digit WMO identifiers are being reused by Myanmar.

My name is KIMURA Satoshi from RWC Tokyo.

I do not have a full understanding of the situation yet, so could you please provide a little more information?
I was able to confirm the following stations in Cambodia using the NWP surface land observations Module on the WDQMS website:

・0-20000-0-48991 PHNOM-PENH (KHMOUGH)
・0-20000-0-48992 KOMPONG SPEU
・0-20000-0-48993 TAKEO

However, I was unable to identify the stations that you mentioned (TSI: 48991, 48992, 48993) on the WDQMS website.
I also searched for the above TSIs and place names in OSCAR/Surface, but could not confirm that Myanmar has registered those stations.

Based on your comments, the following possibilities come to mind. Could you please clarify the specific issue again? As a preliminary point, is the report you mentioned a SYNOP?

・Myanmar is reusing Cambodia’s TSI to report its own data
・Cambodia is distributing data containing incorrect header information

My information comes from only the synop buffer files marked "ISMC01 VDPP", which are distributed by Cambodia.

Based on this, I confirm that:

the given coordinates point to the country of Myanmar.

the given names are not the same as the stations in Cambodia in Oscar, but to the settlements in Myanmar.

Myanmar did not register these stations in Oscar, they are listed in the wrong place in WDQMS.

It seems that Cambodia distributes the Myanmar stations, but they are not registered. So they do not have a WSI identifier either.

If it is as I think, then Myanmar should register the new stations, for example, as I have given ( 0-104-1-TAUNGUP or 0-104-1-48991), and encode the WSI into the buffer. I guess this would be too much of a task for them...

But I'm just guessing, I don't know for sure what the real situation is.

Thank you for the additional information!
I have reviewed the BUFR files you mentioned, together with GISC Tokyo.
As a result, it appears that, for some reason, Myanmar’s metadata was mistakenly included in the SYNOP report from Cambodia.
Therefore, we would like to first contact Cambodia, the originator of the message, to inquire about the details and verify the situation.

Dear George,

With the cooperation of GISC Tokyo, we contacted the Cambodian counterpart and were informed that they had addressed this issue.
We have also verified that the station information in the SYNOP BUFR reported by Cambodia has been corrected to match the stations officially registered for that country in OSCAR/Surface.
