The two attached files can be used to to first generate a sample station (1-before.xml) and to then close it (2-after.xml). In order to use the files you need access to the XML API which is currently only activated on http://oscardepl.wmo.int/surface . The XML submission screen in the menu can be used to send the XML to OSCAR.
Note that you may have to adjust the <wmdr:territoryName> element to match your country's ISO3 code because as National Focal Point you can only submit stations for your own country.
