WMO-No. 471, Sec. 2.2 details the many organizational elements that are considered fundamental to delivering effective marine services. These elements are functions such as consulting the WMO Guide to the Implementation of Quality Management Systems, managing formal training and competency assessment programmes, regular contact with customers to assure their requirements are met, defined metrics for service evaluation, etc.

For this assignment, you will assess the level of implementation of these elements for your organization and, depending on the level of implementation, comment on how that element is addressed or what the barriers are for implementation.
