For authoring, reviewing and publishing alerts in the institution I work in, is required to be in the forecast office (the office's IP), and a password. So, just weather forecasters can do it. We publish it in the institution website, and next we send a screenshot of the alert in the website by twitter to general people and by email to the "Secretaría de Emergencia Nacional" and our institution autorities. It takes usually less than 5 minutes.
